一、教研室概况
劳动卫生与职业病学教研室创建于1949年,国务院首批批准的硕士学位授予单位。科研工作的方向明确,特别是工业卫生标准的研究,教研室在刚葆琪教授的倡导下组建了研究组,工业毒物、粉尘和物理性有害因素的标准研制全面铺开,所做工作对全国产生极大影响。
劳动卫生与职业病学教研室已经形成一支强大的学科队伍。在学科带头人吴永会教授带领下,开展了一系列国内一流水平的教学与科研工作。曾经作为卫生部劳动卫生师资培训基地,举办了各种师资班和进修班,为全国各地培养了大批人才;开展卫生标准的系统性研究,填补国内空白。刚葆琪教授主持的“卫生标准体系研究”成为国家制定研究规划的指导性文件,也推进了我国的标准化工作。他倡导的制订卫生标准的途径及方法被国内学者广泛采用。教研室承担二十余项卫生部卫生标准课题,目前这些课题都已经完成上报,绝大多数作为国家标准被颁布实施,为我国职业卫生标准的研制做出了突出贡献。在作业场所卫生标准的研制方面,始终站在国内前列。目前在该学科为硕士研究生开出了卫生标准研制课程,这在国内也是首例。通过多年的实践,在卫生标准研制方面积累了经验,“我国工业毒物卫生标准研制途径的探讨与实践”获省科技成果奖。
围绕镍的有害作用,进行了系统研究。继研制出镍及其无机化合物卫生标准后,刚葆琪教授又主持了由全国三家单位参加的“七五”国家重点攻关项目“职业性肺癌的病因研究”。这项研究将为我国镍工肺癌能否列入职业病名单提供科学依据。现任劳动卫生教研室主任吴永会博士,近年来获国家自然科学基金资助项目多项,该方面研究为我国镍冶炼烟尘致癌性研究提供了新的科学论据。
在教学方面,为多个教学轨道开设了劳动卫生与职业病课程,承担预防医学本科、专科、七年制教学任务,并培养硕士研究生、博士研究生;是卫生部劳动卫生医师培训基地。本教研室是第二、三、四、五、六、七、八、九版全国卫生部规划教材《职业卫生与职业病学》的编委单位,吴永会教授任第九版规划教材《职业卫生与职业病学》副主编。
(一) 职业性致癌因素的研究:职业性致癌因素的认定在肿瘤病因研究中占有重要位置。刚葆琪教授既是我国老一辈劳动卫生学专家,也是国内镍职业危害研究的发起人。第七个五年计划期间,刚葆琪教授主持了国家攻关项目“职业性肺癌病因研究”,在这项研究中首次证实我国的镍冶炼工和熔炼工肺癌死亡危险超量,填补了我国一项空白,同时也引起有关方面的关注。这个项目获得国家科委颁发的国家科技成果证书,同时获得黑龙江省科学技术进步奖。第八个五年计划期间,张忠义教授在前期工作基础上,又主持了一项国家自然科学基金项目“镍与铜等的联合作用对镍工肺癌病因学意义的实验研究”,证实了镍冶炼烟尘中存在的多种金属成分对镍工肺癌发病的影响,为进一步阐述镍工肺癌病因提供了大量实验依据。该研究获得黑龙江省医药卫生科技进步奖,并在国外发表了研究论文。张忠义教授曾赴挪威国家肿瘤研究所,从事镍工肺癌方面的研究工作,研究了肿瘤抑制基因改变在镍工肺癌发病中的地位,这项工作为开展镍工肺癌的生物监测以及早期诊断提供了重要依据。
吴永会教授现开展的“我国接镍工人职业性肺癌确定依据的研究(获8项国家自然科学基金资助)”是上述研究的延续,为镍工肺癌列入我国职业病名单提供理论依据。近三十余年围绕镍工肺癌病因问题本学科进行的系统的、连续的工作,在国内已经形成了一个独特的稳定的职业卫生研究方向。该项研究已在国内外学术刊物发表论文140余篇,研究水平居国内领先地位。目前教研室在研国家自然科学基金面上项目4项。
(二)职业卫生标准的研制:在作业场所卫生标准的研制方面,始终站在国内前列。我学科先后承担卫生部二十余项卫生标准课题研制任务,目前这些研制任务均已完成上报,其中绝大多数已作为国家标准正式颁布实施,为我国劳动卫生标准的研制做出了突出贡献。吴永会教授作为学术带头人,主持多项卫生标准课题。他负责多部全国规划教材《职业卫生与职业病学》中“职业卫生标准”内容的编写,同时还翻译出版了大量有关职业卫生标准的国外情报资料。目前在该学科为硕士、博士研究生开出了卫生标准研制课程,这在国内也是首例。由于该学科在卫生标准研制方面的成绩,曾经卫生部委托开办卫生标准研制高师班,为国家培养和输送了专门人才。通过多年的实践,在卫生标准研制方面积累了经验,“我国工业毒物卫生标准研制途径的探讨与实践”获省科技成果奖,同时使各方面专家对卫生标准研制工作的意义有了新的认识,从而更有利于我国卫生标准化事业的发展。教研室在职业卫生标准研制领域,始终保持着与国外机构和同行的学术交往。我国职业卫生标准研制的进展已经介绍到国外。美国、英国、瑞典、俄罗斯、加拿大、澳大利亚等十余个国家、地区或学术团。
二、学科建设
哈医大劳动卫生与职业病学教研室历史悠久,是有70年历史的传统学科,为我国的预防医学教育和科学研究做出了突出贡献。是国务院首批授权的硕士点,现为博士学位授予学科,现有博士生导师2名,硕士生导师3名。教学任务以承担本科生、硕士研究生、博士研究生专业课教学为主,配备了与之相适应的专业教学设备和实验研究器材,满足开设10余门本专业课程的教学需求。近年来承担国家级课题40项,发表研究论文300余篇,SCI收录论文50余篇,主编、副主编国家级规划教材9部,参编20余部。
三、对外服务
劳动卫生与职业病学教研室,2004年5月取得黑龙江省职业卫生技术服务资质乙级资质。劳动卫生与职业病教研室开展一系列职业卫生技术服务,包括哈尔滨市内及其周边地区的工业企业的建设项目危害预评价、职业病危害因素检测与评价等。其中与大庆石化公司和大庆炼化公司进行了多次的技术合作服务,对方给予了较高的评价。

Introduction to the Teaching and Research Section of Occupational Health
I. Overview of the Teaching and Research Section
The Teaching and Research Section of Occupational Health and Occupational Diseases was established in 1949 and was among the first units authorized by the State Council to confer Master's degrees. The research direction of our Teaching and Research Section is clear, especially for the study of industrial hygiene standards. Under the advocacy of Professor Gang Baoqi, the Teaching and Research Section has formed a research group to comprehensively develop standards for industrial toxins, dust, and physical harmful factors. The work done has had a great impact on the whole country.
The Department of Occupational Health and Occupational Diseasesowns a strong academic team.Under the leadership of Professor Wu Yonghui, an academic leader in the discipline, a series of domestically first-class teaching and research work have been carried out. As a training base for labor hygiene teachers of the Ministry of Health,theTeaching and Research Section has held various teacher classes and advanced courses, cultivating a large number of talents for all parts of the country,conductedsystematic research on hygiene standards, filling the domestic gap.The "Research on Health Standard System" led by Professor Gang Baoqi has become a guiding document for the national research plan and has also promoted standardization work in China. The approach and method of formulating health standards advocated by him have been widely adopted by domestic scholars.The Teaching and Research Section has undertaken more than 20 health standard projects of the Ministry of Health. Currently, these projects have been completed and reported, and the vast majority have been promulgated and implemented as national standards, making outstanding contributions to the development of occupational health standards in China.We have always been at the forefront of the development of workplace hygiene standards in China.At present, we have launched a hygiene standard development course for master's students in this field, which is also the first of its kind in China.Through years of practice, we have accumulated a lot of experience in the development of hygiene standards, and the "Exploration and Practice of the Development Path of Industrial Toxic Hygiene Standards in China" has won the Provincial Science and Technology Achievement Award.
Our Teaching and Research Section has conducted a series of systematic studies on the harmful effects of nickel. After developing the hygiene standards for nickel and its inorganic compounds, Professor Gang Baoqi also led the "Seventh Five Year Plan" national key research project "Etiology Research of Occupational Lung Cancer", which was participated by three units across the country. This study will provide scientific basis for whether nickel worker lung cancer can be included in the list of occupational diseases in China. Dr. Wu Yonghui, the current director of the Department of Occupational Health and Occupational Diseases, has received multiple funding projects from the National Natural Science Foundation in recent years. His research findings provide new scientific evidence for the carcinogenicity of nickel smelting dust in China.
In terms of teaching, we have offered courses on labor hygiene and occupational diseases in multiple teaching tracks, undertaken undergraduate, vocational, and seven-year teaching tasks in preventive medicine, and trained master's and doctoral students; Our Teaching and Research Section is a training base for labor hygiene physicians of the Ministry of Health. It is an editorial unit for the second, third, fourth, fifth, sixth, seventh, eighth, and ninth editions of the National Health Ministry's planned textbook "Occupational Health and Occupational Medicine". Professor Wu Yonghui serves as the deputy editor in chief of the ninth edition of the planned textbook "Occupational Health and Occupational Medicine".
(A) Research on Occupational Carcinogenic Factors:
The identification of occupational carcinogenic factors plays an important role in the study of tumor etiology. Professor Gang Baoqi is not only a veteran labor hygiene expert in China, but also the initiator of nickel occupational hazard research in the country. During the Seventh Five Year Plan period, Professor Gang Baoqi presided over the national research project "Study on the Causes of Occupational Lung Cancer", which for the first time confirmed the excessive risk of lung cancer death among nickel smelters and smelters in China, filling a gap in the country and attracting attention from relevant parties. This project has been awarded the National Science and Technology Achievement Certificate by the National Science and Technology Commission, as well as the Heilongjiang Province Science and Technology Progress Award.During the Eighth Five Year Plan period, Professor Zhang Zhongyi led a National Natural Science Foundation project titled "Experimental Study on the Etiological Significance of the Combined Effect of Nickel and Copper on Nickel Workers' Lung Cancer" based on previous work. The project confirmed the impact of various metal components present in nickel smelting dust on the incidence of nickel workers' lung cancer, providing a large amount of experimental evidence for further elucidating the etiology of nickel workers' lung cancer. This study won the Heilongjiang Province Medical and Health Science and Technology Progress Award and published research papers abroad. Professor Zhang Zhongyi once went to the Norwegian National Cancer Institute to conduct research on nickel engineered lung cancer, studying the role of tumor suppressor gene changes in the pathogenesis of nickel engineered lung cancer. This work provides important basis for the biological monitoring and early diagnosis of nickel engineered lung cancer.
The research currently conducted by Professor Wu Yonghui, “The Study on the Basis for Determining Occupational Lung Cancer in Nickel Workers in China” (supported by 8 National Natural Science Foundation grants), is a continuation of the above research and provides theoretical basis for the inclusion of nickel worker lung cancer in China's occupational disease list. Over the past thirty years, systematic and continuous work has been conducted in this discipline around the etiology of nickel worker lung cancer, forming a unique and stable occupational health research direction in China. This research has published more than 140 papers in academic journals both domestically and internationally, and its research level ranks among the leading in China. At present, the teaching and research department is researching four general projects funded by the National Natural Science Foundation of China.
(B) Development of Occupational Health Standards:
In the development of workplace health standards, the Teaching and Research Section has consistently remained at the forefront domestically, and successively undertaken the task of developing more than twenty health standard projects for the Ministry of Health. All these development tasks have been completed and submitted, with the vast majority of which have been formally promulgated as national standards, making outstanding contributions to the development of occupational health standards in China. Professor Wu Yonghui, as the academic leader, has presided over multiple health standard projects. He was responsible for writing the "Occupational Health Standards" content in several editions of the national planning textbook "Occupational Health and Occupational Medicine" and has translated and published extensive foreign literature on occupational health standards. At present, in the field of this discipline, the Teaching and Research Section has offered a health standard development course for masters and doctoral students, which is also the first of its kind in China. Due to the achievements of our Teaching and Research Section in the development of health standards, we were commissioned by the Ministry of Health to establish a health standard development teacher class, which trained and transported specialized talents for the country. Through years of practice, we have accumulated experience in the development of health standards. The "Exploration and Practice of the Development Path of Industrial Toxic Health Standards in China" won the Provincial Science and Technology Achievement Award, and at the same time, it has given experts in various fields a new understanding of the significance of health standard development work, which is more conducive to the development of China's health standardization industry. The Teaching and Research Section has always maintained academic exchanges with foreign institutions and peers in the field of occupational health standard development. The progress of the development of occupational health standards in China has been introduced to foreign countries. More than ten countries, regions or academic groups, including the United States, the United Kingdom, Sweden, Russia, Canada, Australia, etc.
II. Discipline Construction
The Teaching and Research Section of Occupational Health and Occupational Diseases at Harbin Medical University has a long history and is a traditional discipline with a history of 70 years. It has made outstanding contributions to the education and scientific research of preventive medicine in China. It is one of the first batch of master's programs authorized by the State Council and is currently a discipline for granting doctoral degrees. There are currently 2 doctoral supervisors and 3 master's supervisors. The teaching task is mainly to undertake the teaching of professional courses for undergraduate, master's, and doctoral students, equipped with corresponding professional teaching and experimental research equipment, meeting the teaching needs of more than 10 courses in this major. In recent years, members of the teaching and research department have undertaken 40 national level projects, published more than 300 research papers, including more than 50 SCI indexed papers, served as chief editors and deputy chief editors, participated in the compilation of 9 national level planning textbooks, and served as editors, participated in the compilation of more than 20 textbooks as editorial board members.
III. External Services
The Teaching and Research Section of Occupational Health and Occupational Diseases obtained the Class B qualification for occupational health technical services in Heilongjiang Province in May 2004. The Labor Health and Occupational Disease Teaching and Research Office provides a series of occupational health technical services, including hazard pre assessment of construction projects for industrial enterprises in Harbin and its surrounding areas, detection and evaluation of occupational disease hazard factors, etc. We have provided multiple technical cooperation services with Daqing Petrochemical Company and Daqing Refining Company, and they have given high praise.
